What is an Abnormal Load?
The Construction and Use (C&U) Regulations provide the basic law by which normal motor vehicles and trailers (up to a maximum of 40 tonnes) are built and operate on the road. The movement of large or heavy loads and cranes that exceed dimensions set down in the C&U Regulations is permitted provided they comply with Special Types General Orders (STGO). These are generally referred to as Abnormal Loads.
In the UK an Abnormal load (AIL) is any vehicle which has any of the following :
- A weight of more than 44Tonnes
- A width of more than 3.0 metres
- A lengh of more than 18.75 metres
- A front or rear overhang of more than 3.05 metres
What does AIL mean?
AIL Stands for Abnormal Indivisable Load. i.e. they cannot reasonably be divided and thereby reduced in size and weight.
Why do I need an Escort Car?
An Abnormal Load Escort has two functions, first to warn oncoming or following traffic of the abnormal load by means of flashing lights and clear signs; the second is, in certain circumstances, to block off completely lane two of a three-lane motorway or dual carriageway. Where and when can an Abnormal Load be moved?
An abnormal load can potentially go on any road provided the haulier complies with the law and all relevant authorities are notified. Some roads are more suitable and more extensively used.. Before a haulier can move an abnormal load he must notify the Police. In addition, if the gross weight or axle weights exceed those specified on the C&U regulations he must indemnify the Highway Authority and all bridge owners along the proposed route. Why do I need a Route Survey?
For most moves you may not need a route survey as many are already well known. However, the transport of abnormal loads often requires a route survey as no national database is maintained on suitable routes. Certain routes are maintained locally for use by heavy or large loads, but even if these are used then the final leg of the journey may need surveying. Abnormal Load Routing is important for safety of those involved with moving the transport, the public and the load itself. And of course, a mistake could be very costly. Guidance will be given by Convoi Exceptionnel on preferred routes subject to the type and size of the load. The carrying capacity of bridge structures along the route will be checked. It is also important to check the proposed route prior to departure for road works and street furniture obstructions.
How much notice do I have to give to move an Abnormal Load?
The law requires the haulier to give a minimum of two clear days notice to the Police, Highway Authority and Bridge owners before moving the load. So if Convoi Exceptionnel is applying for a permit on your behalf, please allow us at least 2 clear days notice.
The notice period for loads over 147.63 tons, 6.1 metres wide or 30 metres long is different and hauliers moving such loads need special orders from the Department of Transport. Convoi Exceptionnel can also apply for these on your behalf.
